Memory care vs. Alzheimer's certification in Texas: what is the difference?
"Memory care" is a marketing phrase; an Alzheimer's certificate is a state credential. Under 26 TAC §553.27, a facility that advertises, markets or otherwise promotes that it or a distinct unit offers specialized Alzheimer's care must be certified, and only a licensed Type B facility can qualify. Before issuing the certificate, HHSC reviews the physical plant and life safety requirements and makes an on-site health inspection that observes care for at least one resident.
The certificate is valid for three years. HHSC cancels it after a change of ownership or a finding of non-compliance, and the facility must then remove it from display and from its advertising. The same rule says ordinary phrases such as "medication reminders" or "escort service" do not trigger the certification requirement.
Certified buildings also carry extra obligations. Under §553.307 the facility must use HHSC's Alzheimer's Assisted Living Disclosure Statement form, explain it to the family before admission, and finish a comprehensive assessment and an individualized service plan within 14 days of move-in. Under §553.301 the manager or supervisor of a certified facility or unit must complete six hours of dementia-care continuing education every year. And since September 1, 2019, House Bill 284 has required every Texas assisted living facility to tell each resident in writing whether it holds that Alzheimer's credential.
Does a Type A license in North Richland Hills rule out a parent with dementia?
Often it does, once dementia affects safety at night or during an emergency. Two of North Richland Hills's six licensed facilities, Morada and Pegasus Landing, hold Type A licenses, and 26 TAC §553.5 says a Type A resident must be able to evacuate without physical help from staff, must not need routine attendance during nighttime sleeping hours, and must be able to follow directions in an emergency.
Type B is written for the opposite profile: residents who need staff help to evacuate, need attendance during the night, cannot follow directions in an emergency, or need help transferring to and from a wheelchair, as long as they are not permanently bedfast. A parent in an early stage who still fits the Type A description can live in a Type A building. Ask in writing what the community does when that stops being true, and which building or license on the campus your parent would move to.
How do you check a North Richland Hills facility's inspection record?
Look the facility up on HHSC's TULIP long-term care provider search, which shows license status, the most recent inspection date and any enforcement action. Our TULIP pull on October 24, 2026 shows why the step matters locally: two North Richland Hills facilities carry recent administrative penalties.
- StoneCreek North Richland Hills (the city's only certified memory care): a $3,000 administrative penalty dated August 19, 2026 under rule 553.267(a)(3)(E)(ii), for failing to ensure each resident was free from abuse, neglect and exploitation. TULIP lists its status as licensed with an enforcement action pending; its most recent inspection was September 25, 2025.
- Morada North Richland Hills: a $3,000 administrative penalty dated December 22, 2025 under rule 553.275(c)(2), for failing to prepare for a disaster or emergency according to its own plan.
The other four North Richland Hills licenses showed no enforcement action in the same pull. A penalty is not a verdict on a whole building, but it gives you a precise question for the tour: what happened, what changed afterward, and who runs the building now. Our guide to verifying a facility license walks through the TULIP screens.
Which nursing homes near North Richland Hills, TX are an option when memory care is not enough?
